go back to gta iv and paste that key when it asks for one. it will then update the game (if you haven't updated to 1.0.7.0 yet) and gfwl accept all updates. After that restart the gta iv and you should be able to sign in to game for windows live if you haven't signed in yet do it again and paste the same key if it asks for one. then you'll be
